The GE B23-7 diesel locomotive was first offered in late 1977. Featuring a smaller 12 cylinder version of the FDL engine, it is the successor to GE's U23B produced from early 1968 to mid 1977, but at 62 ' 2" long, the B23-7 is exactly 2' 0" longer than the firms U23B. The B23-7 competed with the very successful EMD GP38-2. General Electric also produced a variant, the BQ23-7, for the Seaboard Coast Line. A total of 537 B23-7's were built for 9 U.S. customers and 2 Mexican customers.

ATSF had on going rebuild programs for U-boats. After the success of the SF30C, Cleburne took aim at U23B's for rebuilding next. The SF30B is a one of a kind rebuild, which now belongs to Minnesota Commercial. ATSF saw it more effective to purchase new locomotives. The GE Dash 8-32BWH, also known as the P32-8BWH, B32-8WH, or P32 DASH-8, is a passenger train locomotive used by Amtrak, based on GE's Dash 8 series of freight train locomotives. Built in 1991, they were the first locomotives purchased to replace the EMD F40PH.
