As a successor to the now aging railbuses VT98, Deutsche Bundesbahn (DB) commissioned the development of the single-car 627 for lightly frequented routes starting in 1970. The two-car 628 was intended to replace the three- or four-car VT98. Delivery of the first pre-production vehicles of both types began in 1974. The 628.0 was powered by air-cooled Deutz F 12 L 413 F engines and the water-cooled underfloor MAN D 3256 BTXU diesel, proven in truck construction. Four additional 628.0s were fitted with the Daimler-Benz OM 404 engine. One engine each drove both axles of the bogies next to the close-coupled ends of each car. This provided approximately 420 kW of power, regardless of the engine type, enabling a top speed of 120 km/h, suitable for mainline use. Because of their powerful engines, the DB enjoyed using these railcars in low mountain regions, such as the Weser Uplands, the Harz Mountains, Upper Swabia, and even the Allgäu region. In 2005, the last vehicles were retired and scrapped or sold to the Polish Koleje Mazowieckie

Different starting processes can be selected with F1:
1x press button = warm start / press button 2x = false start / press button 3x = cold start
Heavy load operation:
F5 - Activates heavy load operation. The acceleration now takes noticeably longer and the diesel engine work harder.
Single-Prime mover operation:
F8 – Enables single-Prime mover operation (Press before the main-sound is activated on F1)
Coast/Idle operation:
F24 - Activates Coast/idle operation. The engine speed goes to Coast/idle. This simulates, for example, a downhill ride or rolling without a trailer load.
Braking functions:
F17 - Brake function 1. The locomotive slowly brakes to a standstill with the sound of the brake valve.
Deactivate braking Sound:
F27 - Deactivates brake squeal Sound when the train stops. (4 different brake squeal sounds with CV162 value 0-3 selectable)
Station announcements:
Switching station announcements (passenger train/regional train): Passenger train: CV162=0, regional train: CV162=1
F17 - Station announcement #1 Bavaria/Austria (passenger train/regional train):
Announcement selectable with CV165: (0=randomly generated announcement, 1=Kempten, 2=Garmisch-Partenkirchen, 3=Reutte in Tirol, 4=Pfronten, 5=Buchloe, 6=Würzburg, 7=Seligenstadt, 8=Eichstätt town, 9=Eichstätt station)

The two-car 628 was intended to replace three- or four-car VT98s. Delivery of the 627 pre-production vehicles began in 1974. Five cars were powered by 287 kW air-cooled Deutz BF 12 L 413 F engines, and three additional cars were equipped with a 294 kW water-cooled Daimler-Benz OM 404 engine. The top speed of 120 km/h also enabled service on main lines. Due to the powerful engines, DB often used these railcars in low mountain regions, such as Upper Swabia and even the Allgäu region. The last vehicles were retired in 2004.
